Our federal funding practice is led by Bill Hagy, a former senior USDA Rural Development official with more than 30 years of experience. Bill served in roles ranging from field agent to Acting Under Secretary for Rural Development.
He later became Special Assistant for Renewable Energy to Secretary Tom Vilsack, advising on national policy and funding programs for renewable and bioenergy projects during the Obama Administration. His expertise spans grants, loans, loan guarantees, and financing pathways for technology development and deployment.
Bill leads our work helping clients pursue federal support for research, demonstration, and commercial-scale projects, supported by LEC Partners’ network of 150+ subject-matter experts who strengthen feasibility, narratives, and program alignment across USDA, DOE, EPA, and other federal programs.
