The DOE Unleashing Tribal Energy Development NOFO supports projects that advance affordable, reliable, and secure energy development across Tribal communities. Administered by the DOE Office of Indian Energy Policy and Programs, the program is designed to expand energy access, stabilize or reduce energy costs, and support Tribal economic development through energy infrastructure and planning efforts.
Program Overview
This funding opportunity focuses on strengthening Tribal energy sovereignty through both deployment and planning activities. DOE is supporting projects that range from community-scale energy systems to large-scale planning and feasibility efforts that can position Tribal Nations for long-term development.
The NOFO is organized into three topic areas: Tribal community energy deployment projects, community-level planning and feasibility, and large-scale planning and assessment activities. Together, these pathways are intended to create a pipeline from early-stage evaluation through implementation.

Cost Share or Payment Structure
Cost share requirements vary by topic area. Deployment projects (Topic Area 1) require a minimum 10 percent cost share, while planning and feasibility activities (Topic Areas 2 and 3) do not require cost share.
This structure allows applicants to pursue early-stage planning without match requirements, while still supporting cost-shared deployment projects where implementation is ready.
