An Owner Representative or Owner Engineer is an expert (or group of experts) hired to provide a range of services and advice to assist project owners. An Owner Engineer (OE) is hired to provide services related to engineering and construction oversight for a project and to insure that the owner’s interests are protected. The Owner Representative (OR), who might also serve as the OE, also provides business and strategic services. An OE/OR advocates for the owner in tangible and intangible ways. Having an OE/OR helps reduce project uncertainties and risks and should result in overall project savings. Sometimes, the representative or engineer is in the project for a long period of time from the concept thru building, and into operations.
The individual must have a deep understanding of the technology and all the business objectives and should be able to provide accurate technical solutions and visionary strategic guidance to the management team or Board of Directors. This person or team must have a strong technical background in the specific technology, process scaling, engineering, construction, and project management, operations, and business development, and be able to develop and manage business plans, budgets, schedules, contracts, and even intellectual property. They must also have a strong understanding of the legal and regulatory requirements, excellent communication and interpersonal skills, and be able to effectively manage relationships with stakeholders, contractors, and other project team members. The OR/OE must be able to effectively negotiate and resolve conflicts and be able to develop strategies to ensure that the project is completed on time, within budget, and meeting the long-term business objectives.
