Charles has a Bachelor of Science in Mechanical Engineering from the University of California at Irvine and is a Registered Professional Engineer (Mechanical) in the State of California. He has 35 years of experience in the power industry, including extensive work in the field and overseas. He has deep skills in engineering, operations management, startup, project development, and environmental permitting. He has held senior-level engineering management positions at power development companies where he was responsible for the EPC contracting process. Whether a wood-fired project in timberland or an industrial cogeneration plant, Charles excels at judging the suitability of a proposed power plant site, with due consideration for technical, operational, and environmental factors. Charles’ operations experience includes both startup and ongoing plant operations. He has served as a Plant Engineer at a biomass plant, and Operations Manager in charge of cogeneration plants. He has also been the Startup Manager for the commissioning of several power facilities. As a Plant Engineer, he was responsible for wood fuel handling, ash disposal, and front-line operations supervision. In addition to a balanced background in both operations and development, Charles has a full range of environmental permitting experience. He has prepared numerous permit applications, including several in the challenging California environment. He has also administered and amended permits at existing facilities. Charles is an accomplished writer with over 20 published articles in fishing and boating magazines. He brings this skill to his consulting work, preparing clear, concise specifications and reports.
