Renewable Fuel Standards, RIN Consulting, Offtake, Fuel and Fuel Additive Registration
Jess has 42 years of experience in the oil and gas industry, giving him a unique perspective on sustainable and renewable fuels. He has trained many new biofuel producers about generating RINS, the rules around the proper attachment of RINS to products, and what to do when RINS are invalidated. Registration for IRS excise tax and EPA Renewable Fuel Standard (RFS), fuel and fuel additive registrations are his specialty. He has written extensively about production off-take agreements and he is able to create these agreements and even make introductions to off-takers.
In terms of real-world work, he introduced biodiesel to the USA petroleum distributors in 2005 and led marketing efforts by the National Biodiesel Board. Working with the National Marine Manufacturers Association (NMMA) he also introduced isobutanol into a gasoline blend to produce ethanol-free gasoline for boaters and small engine users. Jess has served as an expert witness for in several cases involving trading and contracts for product sales of renewable fuels. His work with Conoco Propane culminated in a world record for a propane-powered Nissan 300ZX driven by Roger Mears at the Bonneville Salt Flats in Utah. Contact Jess.
