CARB’s Newly Proposed Carbon Intensity Target Alternatives

What are the differences between CARB’s newly proposed Carbon Intensity Target Alternatives?  During its series of stakeholder workshops held from July 2022 through February 2023, CARB has sought feedback on a number of new changes on the horizon for the LCFS (Low Carbon Fuel Standard) beginning in 2024.

Currently, the CI reduction target is set to achieve displacement of fossil fuels in the state of California by at least 20%  by the year 2030. Among the changes addressed throughout the workshops is an increase in the CI target percentages as well as an extension of the program beyond 2030, potentially achieving a 90% reduction by the year 2045 under all proposed alternatives.  CARB staff has also suggested front-loading the targets to increase the 2030 target of 20% under 3 different scenarios. Alternative A would achieve a 25% reduction by 2030, Alternative B would reach 30%, and Alternative C would increase the target to 35%.  In its most recent workshop, CARB provided further modeling and scenarios based on the 30% reduction under Alternative B, per previous stakeholder written feedback. Interestingly, a majority of commenters during the Q&A session were in support of the most stringent scenario under Alternative C of 35%. CARB has requested additional written feedback and data to support the additional increase.
