The U.S. Department of Agriculture’s (USDA) Section 9003 Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program (Section 9003 Program) fall round is open, with letters of intent (LOIs) due on September 1. The Section 9003 Program assists in the development, construction, and retrofitting of new and emerging technologies for advanced biofuels, renewable chemicals and biobased products by providing loan guarantees up to $250 million. If you are contemplating one of these, you will want to submit the LOI to reserve standing. This will mean that you will need a lead lender for the October 1 application deadline. It is highly recommended that you begin the application process as early as possible. USDA is more than willing to meet with companies wishing to submit applications and will offer input and guidance, even reviewing and commenting on draft application sections that they are given prior tot he September 1 LOI deadline. The optimum amount of time needed to prepare a winning application is 60 days, which means an August 1 start date. To take advantage of USDA’s willingness to provide input requires another 30 days. USDA offers two application rounds each year, with LOIs due March 1 for the April 1 deadline and September 1 for the October 1 deadline.
